This is a Pivot Pin for the Swing L-Arm on a Wheel Lift Assembly. It is from Miller Industries.

This is a replacement L-arm claw pivot pin weldment used on the wheel lift of the Century Modular Midnight Express and the Holmes 220 Snatcher and 440SL light duty wreckers by Miller Industries.
