This is the Boom Lift Cylinder on the Century 411 and 412 Series wreckers. It will also fit on the Vulcan Modular 880 and 890 Series light duty wrecker by Miller Industries. This is the cylinder that raises the boom of your wrecker up and down. It is also sometimes called the Boom Elevation Cylinder.
